We demonstrate a hybrid device, coupling a locally implanted rare-earth (RE) doped substrate (Gd^{3+}:Al_{2}O_{3}) to a superconducting NbN lumped-element micro-resonator. We have developed a fabrication technique for controlled local ion implantation which embed RE's in well-defined micron-sized areas, alongside lithographically defined micro-resonators. Quality factors of the resonators remain above 1e5. Using absorption spectroscopy we observe electron-spin resonances in good agreement with numerical modelling, corresponding to a coupling rate of the order of 1 MHz and spin line width of 45 MHz.
